one, it's costly. Both in terms of how much R&D costs and in terms of how much the final product costs. Two, normies don't give a shit. They actively want to buy a no-user-serviceable-parts-inside product where they don't have to make any decisions at all about the components that go into it. Phones are such a low-margin business that you'll never make a profit on a phone unless it sells millions of units, and a modular device without normie-appeal wouldn't. This is why phones have converged into all being pretty much the same these days.
