What's the best open source text editor for web dev?

There are many choices: Atom, Brackets, etc.

Or should I spent time to learn Emacs (Spacemacs) and Vim?

There is no "best" text editor. Whatever you become familiar with first will be what you end up preferring. Use a different metric for deciding what to start with, if you are unsure. Here is what most developers reported using in 2016 on stack overflow (become familiar with this website if you're remotely serious about coding):

My co-workers love VSCode. I think it feels sluggish/heavy compared to Sublime.

Also I dont like how VS Code tries to be too smart and messes with your input, like parentheses.

Probably atom even though it's bloated as fuck, just because all the different plugins available are great.
Being able to have a linter and other utilities like a colour picker that inserts RGB / Hex values into your code for you from within the program is super useful.
There's plugins that automatically validate your code using the W3C website too.

Yes, it does. Just try it. Also, it takes no more than an hour to go through vimtutor/vitutor (I don't remember the proper command).
