The kernel for all intents and purposes, is the operating system. Having a kernel is the only necessary and sufficient condition for a piece of software to be an operating system. Everything else, ie all the stuff GNU contributed to "Linux" are just extra (though practically most of it is necessary).

rms is being autistic about "GNU/Linux" because he wants credit and control over it. Guy hasn't even programmed anything in like 20 years but thinks he deserves credit for anything that can be linked to his philosophy that Torvalds doesn't even follow.

Linux = Android + Alpine + Normal Distros
GNU/Linux = Normal Distros
GNU = Normal Distros + Debian GNU/Hurd + Arch Hurd

I just say GNU when i imply Linux distros since Android is a fucking piece of shit and use Linux when I'm talking to not so tech-savvy people

petty shit like this is one of the reasons linux hasn't reached mainstream acceptance

Linux is the most used kernel -since a few months thanks to android- and pretty much mainstream, they get more than you think support from companies, even Microsoft

Since android is just android and not android/linux, GNU is just GNU and not GNU/Linux.
Windows isn't Windows/NT and MacOS isn't Mac/XNU.

So it's neither Linux nor GNU/linux. It's just GNU. Although GNU/Linux is more specific since hurd still exists.
