There's nothing really to "fix", because you have a carrier-locked iPhone and you're attempting to use an unsupported SIM.
The previous owner will have to take it up with their carrier to get an unlock of some kind (depends on how long they owned the phone, how hard the carrier likes to Jew up the locks in the terms, and/or if they fully paid the phone off), or probably take it to one of those dodgy third-party unlocking services.
