Yes they are. Fiery Cross Reef is right in the middle of the South China Sea. The islands themselves are for military staging. They will act as supply stations, air strips, SAM sites, the list goes on. The islands serve a logistical purpose, allowing China to project power over the entire area, alleviating the need for aircraft carriers, and making it safer for submarine operations. As it stands, nobody will be able to challenge China in that area. That doesn't mean they will take direct control of everything moving there, but it does mean they could tax shipments moving through the area, they would have better bargaining power with other nations that require access to the area, and, although risky, they could seize random shipments with little repercussion.
