Taiga.io is free, but quite limited in functionality.

I've been using redmine for years. However I haven't researched this topic for a long time so I don't know the current state of issue tracking systems.
I don't think I'd use redmine for anything larger than a few developers + qa/testers. Jira really shines when you have large projects with dozens or hundreds of people involved.

Mingle is free for up to five users OP. Not as good as JIRA but still fine especially for Agile projects.

Phabricator is the best all-in-one system (similar to Atlassian's whole stack).
People say good things about Redmine, but I've heard a lot of skepticism about it from people who've developed parts of it before.
Bugzilla is honestly horrific (I have to use it every day). But more importantly it doesn't do everything JIRA does.
