I'm pretty illiterate when it comes to building computers, and I was trying to put some research into budge PC building, for something at least around a $600 range, and I found this build put up on a site.

The thing is, I'm an amateur dev and hope to use my new PC for things like unreal engine 4 and running more demanding games. Will this build shown be capable of running more recent games, and running demanding game engines like Unreal?

If you're going to get a 1060, don't get the 3GB model. Get the 6GB of try finding a RX580 or 480. (AMD will give you more futureproof fetures such as better DX12/Vulkan support)

Don't get the core i3, get the Pentium G4560, it's basically a cheaper i3. virtually the same performance, and it's a newer generation (7th)

Otherwise, your build is fine.

All the reviews are like 'dude they move so much air xddd', 'dude they're so quiet xddd'. They don't mention the fact that the motors are the noisiest garbage on the planet. Right down to the 500rpm or so minimum speed they'll spin at they emit a fucking annoying tapping noise, no matter what rpm they are at the tapping is always louder than the air they are moving. They are fucking pointless.

Also somewhat relatedly, has anyone tried the new Corsair ML fans? I'd get some but they are PWM only because of how they work, and I don't have enough PWM headers.

R7 1700 doesn't offer any advantage over an R5 1600 for gaming, you don't need a NH-D15 to cool any Ryzen CPU, x370 is pointless if you don't need the extra PCIe lanes, 3200MHz memory for gaming only benefits you if you have high refresh rate screen, you can find cheaper 500GB SSDs that perform only slightly slower, the build doesn't use 750w, buying two 140mm fans when your case already has three is also pretty pointless

It's the opposite, the 4 extra cores and 8 extra threads benefit massively the 1800x for streaming.
Get the 1700x and overclock it then use the saved money to get overkill storage that you obviously will need.

What the fuck did you read even that made you think any Ryzen CPU would perform so poorly? Turkish benchmarks or some shit?
If games get insanely more CPU intensive in the next 3 years for some reason, then they'll have no choice but to optimize for the most cores they can as CPU will NOT get much stronger per core (until the next architectures in 2020~+?), aka a 4 cores CPU that currently sits at 70% usage in games would perfom much worse than an eight core one that sits at 30%

All the cables are correct, I get green on the System light. Processor is on correctly, though I don't have the seat on for it. Heatsink fan isn't wedged. It isn't the heatsink fan because the fan for my other older rig that I know for a fact works didn't work on it. It's like its not getting power. I keep a 2tb HD for downloads/media , my old 120 ssd for games and the new ssd for OS.

Then wait with the 7950 until a good deal on a gpu arises and pounce on it.

Any glaring error ? Im pretty new to part picking (friend built last one for me).

if you already have an ssd you don't need a new one. I was assuming you were only using a HDD.
that case is decent when cheap but there's much better at that kind of price. It used to be $50US and I would recommend there, but certainly not 70 euro dollars.
Power supply seems really expensive, and you don't really need more than 450w.

I picked the PSU out of fear , since i dont have a lot of experience (almost none) building hardware i wanted a fully modular to have an easier time , but i might end up checking other options it does seem expensive at 100€ when there are 50€ readily available.

semi modular is fine, and usually cheaper. You will be using the atx 24-pin any way. Use pcpartpickers search feature.

Looking at CPUs for budget system. Can get a G4560 but want to play ARMA 3. 1500x not a good option since I can't get it locally and our shitty shipping costs blow the performance/price return.

Is the 1400 ($220) good enough or do I need to eat shit and pay for the 1600 ($300)? Comfortable overclocking it.

What's the most cooler I would need to cool a 1600? Mine overclocks to 4.0 ghz, but it gets too hot with the Wraith Spire under load.
Was aiming for a Noctua D15S. Could I get away with a U12? Want to keep it as quiet as possible, so I was thinking Noctua. I've had good results with their case fans.

Well, If you're on . Budget you might want to consider a 120 SSD for the OS, since you already have another one.
Also that MoBo is expensive, get a AsRock Pro4 for cheaper. That PSU is also pricy, you might find . Very good one for aroung €60

With those savings you might be able to jump to the R5 1600 or get a better GPU
