SSDs and cheap RAM are more to do with 7+ year old CPUs still being useful today. OSes just didn't keep getting CPU intensive. They got more I/O and memory intensive instead.
My Z3735F netbook still runs Windows 10 fine, and it's much shittier than even a Core2quad.
