use i2p. you can run the router 24/7 on a raspberry pi. there are a few decent pages, some neko and loli content, many good torrents (if you can wait ~30h for that 1080p movie), an official IRC and a gateway to endchan.

Tor is a stupid meme. It only serves secretive organizations (meet in person -> get magic address) and the police (honeypots)
The only good thing is that some clearnet message boards are not blocking Tor exit nodes.
