Whats the absolute cheapest but silent PC case that will not cause my mid/high-end PC to blow up inside because of the temps? I saw some nice ones but holy fuck spending $300+ on a case when my PC already costs a fuckton for me. Maybe you, my tech overlords, could help me?

last I checked metal/plastic panels don't make noise.
What you're after is vibration mounts for the moving parts within the case, which is typically fans and any hdds you have.
Noctua fans are nice and quiet, and come with anti vibration mounts, but are expensive.
