This is a weird concept. Last time I checked they were only marginally cheaper ($10?$20?).
It's weird because anyone who buys those will necessarily forfeit the ability to dump back the video cards into the normal gaming market if the need so arises.

Because it's a dumb or extremely risky investment. The whole ethereum difficulty bomb / Proof of Work (pow) to Proof of Stake (pos) transition drama will happen in the next few months / years.
tl;dr version:
Either A) they will hardcode an update to the protocol that removes ethereum mining and changes it to virtual mining, where you deposit your coins in a smart contract and some days or weeks or months later you get them back plus some "interest" proportional to the amount you deposited
Or B) mining will become useless because of the exponentially increasing difficulty that is already in place
