Does Solus have a botnet built into it? I have been using Linux on and off for 10 years. I'm not sure which Linux distros are considered safe to use.

If you've been using it on/off then you obviously don't care about "safe to use" operating systems. Solus is great, it's fast and Budgie is good enough for an average user.
It's flaws are, budgie doesn't have a desktop as a directory (as in you can't move items/icons/files/shortcuts on it. It's just there showing you your wallpaper.), and it doesn't have as much software as debian and arch-based distros. I'd recommend using it only if you need a normie, non-gaming and non-developing machine. Just something to browse the web and play media on.
If you are a developer or a gamer then Ubuntu based distros are your only (stable and easy) choice. Since most normie software is on Debian distributions you should really just pick between;

>Linux Lite
>ZorinOS Lite / ZorinOS Core
