Much, much easier if you aren't well-versed in manual *nix networking setup. Comes with a nice web interface.
Something low powered with a pcie gbe
+SSD if you want cache
Whatever you get it will be 1000x better than the soapbox router the ISP give you.
I used an ITX board and a dual-core pentium. It could be lower-power than it is, but I had them lying around. Stick another NIC in it and off you go. You can make do with pretty much any hardware that's x64.

Shadowsocks? Tinc? Usb modem drivers? Simple web/file server? You dont need it on firewall distro they say.
