NB uses WebView, if I'm not mistaken. In Kitkat and earlier, that shit's baked into the system with no way to apply security updates.
Lightning doesn't use WebView.

The best browser for shit phones is Jelly browser. It comes with Lineage OS. It's basically the built in webview with a UI.
