Why do you think you're being memed? The 4gb/8gb thing was fairly common and the RX 460 can have more shaders unlocked.
Also, the value has jumped because of ethereum mining.
So there's no meme here. Also, we don't know what you should upgrade because we don't know what your rig is.

Demand for the 4GB models at their pricepoint outstripped the supply of actual 4GB models (there were very, very few). So they just put up an artificial memory limit on it.
They didn't want to, as the cards were worth as much as the 8GB models, but they have quantity orders to meet. IIRC, they eventually started making proper 4GB models and putting those on the market, much to the chagrin of people looking to unlock.
Is the R9 fury also worth more right now? I haven't really seem any for sale.

note if you buy a ryzen they don't have a iGPU, so you won't have any video output. If you want to wait you could buy a cheap old graphics card or use an intel/older amd chip with an iGPU in the meantime.
