Well there are a lot of brands, but often with not many models. Huawei seems to have a lot of models and P8 Lite is within price range. There are also a lot of Sony with Xperia M4 Aqua being within the price range. With Lenovo and Samsung not being good choices the rest are just not very well known, at least for me, brand names.

For some of them, a single tap toggles it if you're just on that small bar of toggles, not the fully expanded panel. Wi-Fi and bluetooth act that way, but not things like location and mobile data.

With the fully expanded quick settings panel it doesn't seem to matter for most of them - it goes to the in-panel menu.

In theory, futureproofing. Android seems to be as powerful as a desktop OS. I guess having 8GB is a good choice seeing how early android devices lagged like hell since the OS was more demanding than the hardware it was on and for that reason they couldn't update it further since it evolved faster than expected. This way they can (hopefully) keep updating it for at least 5 years, but obviously they won't because that doesn't earn money. It's just a gimmick, kinda like waterproofing, heartbeat reading, 20MP+ cameras and wireless charging.
