I know this isn't Helpdesk or whatever but surely there is something I'm doing wrong right?
Tried to update a steam game, said the game couldn't update because a folder in C:\ProgramFiles(x86)\Steam\steamapps\downloading\507 was missing
Ok, just delete the folder and try again

set LAPTOPMODEL\ANON as owner to this file and all sub-files with rwx/full control protocols.
Make sure all processes of steam are kill.

actually a "dumb" solution would be to boot into a linux live cd or usb and delete the files from there. linux is unaffected by windows permissions.

I've got a copy of Tinycore on my PC, just access the partition and delete it, would that work?
Never mind, fixed it; booted in safe mode and it let me delete it
