My 1600X does 3.7GHz at 1.11625V. Gets to 4GHz perfectly comfortably.
I've not heard of a 1600 on a decent board not hitting 4GHz even if it takes like 1.4V. They seem to actually be better binned than 1700s since the worst core on each CCX is disabled.

If there was any doubt the i9 was Intel hitting the panic button and trying to steal the MOAR COAR thunder from AMD, it should be gone now.
