They did try that some many years ago. They were unpopular because of no feedback as already mentioned. People were generally uncertain if they had actually clicked or not as there was no tactile or audible feedback.

I got one of those Microsoft mice that bends in half to turn it on and flattens when you want to turn it off. Bluetooth. Love it.
