softh oc is ok y can increase performance in 20% no isues;
hard oc well if you are tinking in buy new pc and want to use actuall untill it burn

A performance increase on a cpu applies to any application which uses the cpu. Overclocking will increase performance on everything.

Always overclock. Even if you want to stay at stock voltage an extra .2ghz is worth it.

Depends on the game how much improvement you'd see. If you're playing CS:GO not much, but probably a fair bit with Kerbal Space Program. Most people with an interest in gaming will have a mobo with a light auto-OC feature. I just set that and forget. GPU overclocking generally much more important.
