970 have more VRAM and has been patched so the shitty part of the RAM isn't as handicapped even though it's still running the slow speed.
1060 is newer has less RAM but all RAM is the same speed.
Thus doesn't cripple itself as much.
It's also having better performance at 1080p which I think you'll use.

You should hold out for a 1060 6gb or save up for a 1070/low vega. In current year + 2 I would not buy a card with less than 6gb even for 1080p.

I have no experience with Nvidia cards, I have always bought ATI because they've had the best value per dollar at the times I happened to need a new card. I also have no idea how much a euro is worth in dollars. I would go with the new 970 and oc like you said, assuming you have heat capacity to spare in your itx case. I considered it when I was building a pc last year, I regret cheaping out for the 380x instead. But I'd save up for a 1060 6gb because I'd hate to be locked into a card with not quite enough vram for a new game that takes me by surprise. You never know when a game that looks like shit from the promo turns out to be really fun or a new studio had a first tussle that's good or an unknown cult game will hit the mainstream.
