Well you could write it in some template and then build into HTML, could actually be kinda useful.

For static pages you only need HTML and CSS.

node.js is a tool so you can run JS locally and use it as a backend.
why use node when you can use php...? can you open, read csv files and store the data in a db with node?
node.js is single threaded and slow. Not great if your use case requires a lot of performance. But it's really easy to set up a server in node.js so if performance isn't that important (not a lot of site visits/not a lot of server side processing) then it's a reasonable choice.
