Is there a program that can in real time filter out unwanted sounds? I would like to set it to detect few simultaneous specific tones and then mute the sound as long as they are present.

Latency is acceptable. I just need the program to accept the input from microphone instead of file and give me filtered output. If I would hear ouput second later is not a difference to me.
Hire a retard from /g/ and condition them to scream really really loudly every time they hear that sound.

It's not static. It's a sound made by trunking system. My radio scanner is too simple for that and every 10-20 seconds I hear annoying buzzing sound.
