No, passmark is garbage. Look at reviews, look at a variety of real world benchmarks. Don't take any one simulated benchmark at face value.

I mean reviews on actual tech sites. They tend to have a lot of different benchmarks you can look at. You should also figure out what you're going to do with your PC and plan accordingly.

Generally the 1600 is considered an excellent CPU at it's price point.

It is, but you have to know what you're looking at. The multithreaded test uses all the cores and loves hyperthreading so you have to use the single-threaded benchmark to compare if your software isn't heavily multithreaded or doesn't like hyperthreading. So the Ryzen 5 1600 has a huge multithreaded score because it's 6 hyperthreaded cores, but if you were to use it for gaming it wouldn't be worth upgrading even if you had an ancient i5 2500k or 2600k since games really don't make use of the cores.
Now the 860k was pretty shitty so you'll see an improvement with anything, but don't think you're going to see 2.5x the performance in everything.
