I've seen them going from 30 dollars all the way to 200. I'm thinking about getting some kind of upgrade for my 3 D torch.

You could probably just make one with a regulator IC or even just resistors. Those white power LEDs hit full power around 3.5 volts and will dim down to around 3V so you'll still get a visual indication when the batteries are running flat.

Pretty much any cheapo chink light with a sliding aspheric lens will do for that. They'll focus all the way down to the LED chip itself and at that focus you don't need much more than 100 lumen output to see clearly from the street.
