How the fuck do you get Android to use your wifi certificate?

How the fuck do you get Android to use your wifi certificate? I'm on Nougat 7.1.2, I import my root ca cert and define it as a wifi certificate and then connect to my gateway, no internet. I use deep packet inspection, and my root ca cert works on all my other devices, but Android just seems to fucking ignore it. Do I have to manually assign it to a specific SSID? If so, where's the god damned option?
