unfortunately my digitalocean ip address is tagged by google and requires captcha verification and blocks udp port 53
so I just use my home cable connection for vpn, because I don't need to use a vpn at home, it's only on other networks and open wifi

I had to change my dnscrypt-proxy to TCP only because they weren't allowing UDP on 53. you can't really have it any other way since that's the universal UDP port.
Also, if you want to use your vpn on open wifi you better have openvpn on TCP as well, with default listening on 443 or 80 because half of the time any other port and protocol is blocked. TCP/SSL over 443 is OK because it looks like HTTPS traffic which any reasonable public or open wifi would allow, and really shouldn't be able to distinguish against since it's all the same SSL TCP handshake
I haven't actually done analysis of the difference between HTTPS and openVPN over TCP but I've not had any problems with it yet.
