Well, depends on the Xeon. There's a thread on Overclock.net where they've managed to do some light overclocking on the Xeons they've acquired (dont know the details), but most cannot be overclocked, the exceptions being the single socket models.

If you want an overclockeable 8c with lots of PCI-E lanes, X99-based i7s are really your only choice for the moment.
