GPU too hot when idle

to clarify.

I had left my PC on when i left,but had turned off the screen, so when i came back it had been sitting idle for about 6 hours

this just happened again, When i came it was loud again.

I check TRIXX and it tells me that GPU usage is at 0%
speccy tells me that my Current GPU Clock is at 1214 MHz

and pardon my PC illiteracy, seems a bit high to me for a GPU clocked at 1342 MHz
(but that's probably not how it works, is it?)

what software can i use to check what my GPU usage when my PC is IDLE
