I can't believe this woman leaked the summary but not the entire document which may actually explain to the people how the NSA concludes it was the Russians and this was a deliberately targeted attack. If these were serious state-sponsered hackers then how come they set up a 'test account' to send the mail to test? The highly technical Russian intelligent couldn't do this privately? They hadn't tested it on previous accounts and in previous phishing attacks? Does 'spoof' mean they forged the sender address or just spoofed the signature and letter head to seem official? What specifically ties this to the Russians? It's not mentioned in the summary. It should have some justification in the summary. Was it the script they sent out? The IPs used?

Without getting too far into conspiracies, one Russian has alleged that the US government offered him reduced time if he admitted to being involved in hacking the US election and this isn't something that's too difficult to false flag. The DNC and many other higher ups have access to the intelligence community's information on what constitutes code tied to Russian intelligence.
