Rugged laptops are, by definition, costly, as they get rugged cases that will endure harsh conditions

I was thinking about some ThinkPad but online suppliers are not reliabe and brick and mortar shops are annoying and often don't have the correct model. Don't have to be particularly cheap, just cost effective and reliable.

Thinkpads are reliable and reasonably resistant, Anon.
Even if they're a little bit damaged, fixing them is cheap and easy.
Just buy a cheap X2xx with tablet screen and be happy.
