They keep hashes of your old passwords (hopefully) and not the actual password. Although NIST has already stated that arbitrary requirements for password changes are insecure

I am pretty sure the days when a major organisation can store passwords in plaintext and not go half-bankrupt when word gets out are over. Especially for something like a microsoft account (as opposed to e.g. a pizza hut website or something).
