Does it really make sense to withhold entry into a programming degree if you don't know how to program?

I wish schools in the US would ask for prerequisite programming knowledge before being allowed into the computer degrees.

It's called application and media developer and you dont necessairily have to have any former knowledge in programming just yet. It's just to get familiar with how programming actually works and if you're able to explain your piece of code.
