I've applied for an education in programming and I've been asked to write a tic-tac-toe game. Take into account that I have zero knowledge on how to program and I generally just don't know where to start. Any suggestions?

first pick a language, if you literally know nothing just go with python, for now, later you can learn proper stuff. Look up your questions on stackoverflow and break up you plan in small little steps. then complete them step by step until you have your ttt

I wish schools in the US would ask for prerequisite programming knowledge before being allowed into the computer degrees.

It's called application and media developer and you dont necessairily have to have any former knowledge in programming just yet. It's just to get familiar with how programming actually works and if you're able to explain your piece of code.
