Windows applications general reserve more RAM than necessary if there's a large pool of free RAM because asking the OS to dynamically assign an application more memory is slow. Browsers are one of those things where you can't really predict how much memory will be needed beforehand.

You aren't even consistent in what you're saying. First you said the applications deliberately hog more memory, because malloc is apparently slow. Then you said it's the OS that reserves memory, which doesn't even make sense. How does the OS know when an application will ask for more? Memory is either allocated to a process or it isn't; there's no “here, have this spare memory” that the OS does.
