I decided to buy a ps4 slim but I have a 4K TV, and as all of you already know ps4 doesn't support games on 4K. So my question is, how will my ps4 games run on 4K ? Will there be lag or performance loss or blurred picture ? And would Xbox One S be better for 4K ? Because honestly the only reason I'm buying ps4 is because of the exclusives.

No it just means it will be blurry.

Upscaling means itll render the game at the lower resolution then stretch it out over the bigger resolution. Obviously you wouldn't have the advantages from a 4k display, you'd be looking at a 1080p image. If it's rendering at the originally designed resolution, then obviously it wouldn't have any impact.
