If you have no choice, start with a laptop if you greatly value portability. However, if you desire a lot more power for the same price and don't move around often, desktop is the way to start. The ultimate decision is to have both though.
There are many ways to go about doing this. Even if you're a nein ball.
Desktops are at the same price more powerful than laptops.
Good luck using your desktop in the bus / subway / train / car / anywhere except where your desktop is supposed to be.
Desktop for media production, editing, encoding, etc., virgin manchild gaymes, and small time data hoarding.
NAS for big time data hoarding.
Phone/Tablet/Chomebook/Smart Dildo for normalfaggotry.
Laptop for everything else; programming, anime, poorfaggotry, Unabombering, installing Gentoo, emulating European Grindr on Bluestacks, whatever.

I could require the laptop for university, but I also want to play some games since I don't have any consoles. And I'm on a budget to buy some crazy Alienware shit.

I mean, if you have a certain amount of money, use 100 bucks using a small notebook, like a chrome book or something like this, and use the rest of your money on a desktop.
You can expect from such a small laptop to be enough as a text editor with minimal browsing capacity and with long battery life (no need to power energy-hungry elements like gaymerz-lapteps’ graphical card).
And with the rest of your money, build yourself a desktop, you can be pretty sure it will be more powerful than a laptop you would spend all your money on.

I've seen decent deals for refurbished/used gaming laptops on Amazon and eBay. I could dig around for half an hour if you want me to.
You could also get a laptop with one of the newer AMD APUs if you really want something new and cheap. I'd recommend the first option for best bang for the buck.

Games? Desktop.
Everything else? Laptop.
