ISPs who are ordered to block websites, generally do it via DNS. They usually don't actually care very much if technically-savvy users can circumvent the block, they're doing it for compliance (box-ticking) reasons. And DNS is the easiest and safest way to do it. And it catches the 95% of web users who are all "what's a DNS server?"
