ISPs who are ordered to block websites, generally do it via DNS. They usually don't actually care very much if technically-savvy users can circumvent the block, they're doing it for compliance (box-ticking) reasons. And DNS is the easiest and safest way to do it. And it catches the 95% of web users who are all "what's a DNS server?"

I'm in Houston and use Comcast. Verizon 4G towers here use Comcast as their backbone - I know this because when my Comcast internet goes out, my 4G internet also drops out.

On my PC, archive.org is unreachable.

On my phone via wifi, also unreachable of course.

On my phone via 4G, reachable.

So Comcast is only blocking Comcast customers reaching the site, not business partners.
