Nothing. Spoof your MAC. If he checks his router logs, you might be up shit's creek, depending on how many neighbors you have. If there's a bunch of neighbors, he won't be able to prove shit.

Yes, what everyone said.
1. Spoof MAC
2. Change domain name to "Administrator" or "Main" so, even if the victim checks connected devices they won't notice anything out of place.
3. Want to go farther? Change your domain name to that of one of the connected devices already in the network. Example: There is a PC called "Furfag's MAC" then just change your domain name to that.
4. Copy and paste blank space on your domain name. Victim won't see a name, th y no nothing wrong.
All of this applies if the victim can even go to their router's settings page. Most people can't. You know this is 100% true if they use WEP.

He could MITM you, but I doubt it would happen. Also wouldn't work for SSL sites because CA and shit (I remember there being an exploit involving whether CA's could be trusted or not in a network, can't recall it right now).

No. The ISP only has control over what is in one router. I sound they'll make a connection between your router and the neighbor's.
