I'm trying to cover files from a RAW usb, but I cant find any partitions, even with a deep search. I can see there is 200mb used in the USB drive but its data is raw.
I managed to do this before with a HDD by creating a new partition and then.... I'm forgetting the next step. Any ideas?

recuva couldnt even conduct a scan with the RAW format. so does anyone here think i should format it to FAT and then try to scan? I guess it'll make a new partition so ..
You have zero chance of recovering anything using Windows.

EaseUS has a raw data recovery tool that works. You can download a version for free but can only recover so much data. Full thing is like $70 or something but it's worth if you really need it.
