Can't say it's all too credible now, but my almost 10 year old C2Q previously got 3/4 the score of some newer i5s but now it gets slightly less than half. From what I can tell it measures pure cpu speed ignoring everything else like memory speed and such that also affect real world performance.

CPU-Z is probably doing heavy AVX functions instead of integer or logic, to make AMD seem worse.
