580 uses about 85w more than 1060 6 GB. Not really a huge difference for a midrange GPU desu. On the CPU side they destroy Intel, though.

Relocate the rig. It's easier than trying to relocate only the hot air.
If you're willing to bend on the stipulations of your question then switch to liquid cooling and relocate the radiator instead.

A PC will generate the same amount of heat regardless of cooling solution. Unless you can put the radiator out of the window or room or something it doesn't make a difference.
