No it's because it makes a VERY small amount more fail in production, it's not worth the loss in production costs and they know enthusits will run it past the stock speed and voltage and norimes won't so they just run it under what it's capable of. These cpu's are going in pre builts with shitty cooling and power supplys, and laptops with limited battery. In custom pc's with tower coolers and high quality power supplys your fine to overclock.

It doesn't do anything. Ground is going to a grounded screw hole and only one lead is connected. The only way to get power is conduct the electricity against ground, causing the GFI to trip.
Also mains voltage would fuck up any regular PCB REALLY good.
