For filesystem issues you can use chkdsk /f
For physical disk error you can do only as much, like remapping bad sector or just backup files in case the disk is un salvageable

if the sectors are corrupted or bad, then your hosed. you need to salvage all data possible and replace the drive.

yes, quite easily.
boot up into a linux environment using a liveboot usb or cd.
locate which device is your corrupted hard drive and use dd to copy the clone the disk

the above command will clone all data from disk sda onto disk sdb

this makes a bit by bit clone of the device. ensure that the device you are copying to does not have any data on it you want preserved, because it will be overwriten

Just to warn you, if you boot from a USB sda will be a usb and sdb will be the Disk.
Use Gparted or Gnome-Disks to find out which Drive is which
