Hi guys! I work at a water supply company and since we don't have any schemes of water pipes, I wanna make a simple program to draw pipes on the map from rosreestr.ru. I will be use python because I know it a little.
Can you tell me what tools, libraries, etc I need to know? I made an example how it gonna look.

Use cv2. You can edit pictures and stuff.
You can do edge detection and all kinds of nifty shit.
Hire somebody who knows what the fuck they're doing instead of introducing another pile of shit that somebody will have to maintain later because "we don't want to replace it, that'd be expensive! Work with their legacy code that was written like they have assholes for hands!"

Yandex or whoever supplies the map you are using probably has an API. I'd start there.
