Probably better off with an old thinkpad from a thrift shop unless you really want a desktop for upgrading over time or whatever else people do.

Ditch the PSU and invest in a better brand, like Corsair. Check out Tomshardware's PSU tier list.

Get a new HDD, preferably a SSD. Also get a new GPU like a 1050ti.

What I just recomended you will run you like $250 extra and you'll have a good gaymen machine. If you can get more RAM too. 4gb is the bare minimum right now.

Like I said, if upgrading and playing games are his priority then he should go for a desktop.
If he just needs a computer for basic needs a thinkpad with some cheap wireless mouse should suffice.

I have lesser cpus in two gaymen rigs, and still don't even have a pressing need to upgrade them.

OP, that price is very good. I'd buy it, but make sure everything works first.

I've got 3 yrs ago i5 3450/4/500/GT440/350W for about $200, upgrade RAM to 10G, remove swap space and it works like a charm for home office and developing. Hardware and software have implementation lag like 2-4 yrs, so when you buy new hardware it'll shine later, when drivers goes stable, devs implements new OP codes and optimizations. Hail to recycle and rise!
