You can already do this on a lot of small laptops like the X220, and even a shit x131e. But if your laptop doesn't have a slot, you can just USB tether (I assume you have a smartphone in this day and age), or if you really are deadset on using a SIM in a laptop, i'm sure they have usb network cards that use a SIM.

You don't need a plan for your laptop for WWAN to be useful. You can use rSAP and use your phone's SIM for your laptop's cellular radio.

GPS and WWAN is built into the SOC of every smartphone. It basically impossible not to include them. With a laptop, they would have to shove more shit into an already crowded overheating shitheap and cost them more money for some shit nobody cares about. If you are really upset about not having it, be mad at Jewtel and AMDigger for not including it in their mobile chipsets.
