depends on your needs, I'd never use an apt-based distro though just because fucking awful. If you're not new, arch is also fantastic. Gentoo-musl is an option for tinier shit too.

Always gentoo. Unless you like a broken piece of garbage OS where the package manager gui and the updater never fucking work, and also the OS installer breaks (segfault or infinite loop) if you choose any non-default options. Then choose ubuntu, it'll be a perfect fit for you.

Not a single apt-based distro can be called stable by any stretch of the imagination. Deb*an uses a trick to make that definition fit: they rephrase stable to mean "the bugs absolutely never get patched", i.e. "never changes", which allows sysadmins to patch shit locally and know the patch will always be applicable henceforth.
