Pretty much, it was written with Linux in mind to use namespaces and control groups in the kernel to be able to achieve sandbox/VM behavior so you can run other distributions applications. While intended as a sandbox per application originally, people realized that because containers use the host computer's Linux kernel and because it segregates itself very well, it could be for most applications a lower overhead VM. This means that if you aren't doing anything that involves the kernel, then you can throw out your VM and use Docker instead. If using anything like systemd init stuff or drivers, then you should keep using a VM.
For other platforms, Docker uses lightweight hypervisors on Windows and Macs to achieve the same thing as above.
