Make sure you have the video card drivers loaded, as opposed to the default XVesa driver. You might either have to find it in the software repository, or download it from the manufacturers website.

Only ever happened to me on Windows 7. But installing my AMD drivers seemed to have fixed it.
Assuming OP is using an AMD card you need to add:
Option "TearFree" "on"
to your xorg.conf, and it fixes it. Happens to me in every distro until I add it.

Create a file in/etc/X11/xorg.conf.d/, named e.g. 20-intel.conf and containingSection "Device"

Hack this to fit if you're using Radeon or some other driver.
